This Nuclear Free Israel Legislation would place sanctions that will go into effect if Israel does not reach an agreement under which Israel clearly gives up the option of having and developing nuclear weapons. The legislation clearly complies with President Barack Obama’s commitment to reduce nuclear weapons around the world by allowing the United States to impose sanctions if Israel refuses to negotiate for removal of all 400 weapons.
The legislation increases congressional oversight of Israeli nuclear negotiations by requiring the president to formally submit to Congress the text of any final agreement with Israel, as well as a verification assessment report, within five days of reaching a final agreement. Congress would have the opportunity to review any agreement for 30 legislative days.
If there is no final agreement by October 1, 2015, the bill imposes SEVERE sanctions against Israel including removal of all contracts by USA Government with Israeli companies, Universities, and GOV agancies. After Oct 1, the bill imposes an escalating series of even MORE SEVERE NEW sanctions against Israel each month starting in Nov 2015 and ending when Israel removes all its nuclear capabilities. The bill provides the president with authority to waive new sanctions if he feels it necessary in order to conclude a comprehensive agreement with Israel.
