Obama Executive Authority = 20% carbon emissions cut from coal-fired power plants over 6 years = Regulations written by EPA to tackle climate change = Implements Romney’s Cap-and-trade policy = Sets a national limit on carbon pollution from coal plants but each state can do it their way.

Obama intends “to make sure America is out front in putting together a global framework to preserve our planet.”
