KY + WV = Some of the oldest (1957) and least efficient coal plants could be shut by 2030 = Or Converted

KY = #1 in Carbon Emissions/Unit of Electricity produced

KY = Sees doom may not be at hand due to long time frame and wide flexibility + Mining country in eastern Kentucky has already taking tough steps toward a post-coal economy.

KY’s assistant secretary for climate policy = Optimistic that the carbon limits will not raise electric prices much and so manufacturers will stay in KY. = Among the lowest rates in the country. = “I think our electric prices are going to go up, regardless of what’s done with this rule”

Rep John Yarmuth (D-KY) = KY already is moving toward less reliance on coal because of competition from cheap, clean natural gas. = Rule will have very little impact. = Probably because EPA used a 23-page KY “white paper” asking for wider flexibility in reducing carbon by 18% by 2030. = Switching plants to natural gas + use solar + More efficient home appliances and insulation = Any shutdowns are years away.

Eastern Kentucky = Coal jobs are already at a historic low + 15 of the state’s oldest (1957) and smallest least efficient units were at risk of being shut down eventually.
