PAUL JAY, SENIOR EDITOR, TRNN, The Real News Network: So what is that, the cultural politics of the national security state?

DEEPA KUMAR, ASSOC. PROF. MEDIA STUDIES AND MIDEAST STUDIES: I’m looking at the Cold War period after WW II and the birth of the national security state after the National Security Act of 1947, which creates the CIA, the Joint Chiefs of Staff, and then the NSA in ’52. This was a wholesale militarization of American society. Every aspect of American life, social, intellectual, political, and so on, it gets militarized in this way. And the question is: how does that become acceptable to American Culture? You have these security rituals = the Civil Defense drills, “duck and cover”, Bert the Turtle teaches fear.

JAY: Oh yeah. I had to go hide under my desk. Yeah.

KUMAR: What is the point of a ritual like that. If a nuclear bomb goes off near your school, a desk isn’t going to protect you.

JAY: No? But they told me it would.

KUMAR: Whole point of a security ritual is to cultivate fear and obedience. So you give your consent to Cold War policies, to hot wars, to the complete militarization of society. Those sorts of drills are propaganda at work for Military Domination of American Society. After 9/11 you see a strengthening of the national security state telling you you’ve got to be suspicious of anyone and anything — as the New Propaganda Ritual that cultivates obedience to the military and national security state allowing for TORTURE+Surveillance+ Drone Murder of Americans + Endless Wars + Loss of 238 Year Old Freedoms. = TV Shows like Homeland and 24 pile on the Military Security State Propaganda.

KUMAR: The first season Carrie conducts this illegal surveillance operation of Brody – even has a camera in his bathroom justified because by the end of the first season Brody is defined as a terrorist — Justifies the practices of the national security state. Some of the same people that make Homeland made 24 and spreads propaganda that torture works (WE KNOW THAT IS A LIE).

KUMAR: 24 was a more Bush kind of shoot ’em up and torture ’em kind of style. But Homeland is much more sophisticated in that it relies on intelligent people, like the head of the CIA knows the Middle East and Iranian football he pieces together clues = Obama’s So-called smarter war and Smart Power — rejects racism and uses Neoliberalism and multiculturalism to advance and to deepen the national security state in many ways.

JAY: The national security state began after WW II as USA never demobilized — Leading to the Cold War with the USSR as an existential threat because of USSR having nuclear weapons and mutually assured destruction. Then over time Americans discovers almost 50% of the world’s population including China and USSR are not within the capitalist world. So USSR was the natural enemy, but it was not a perfect enemy, because the USSR had nothing to gain by attacking the United States but the USA Bankster run state has always been completely terrified of socialism without USURY INTEREST to exploit the population!

BUT after the USSR crumbled USA needed a new enemy and the “WAR ON TERROR” was born.

KUMAR: The Cold War involved setting up of bases and spheres of influence surrounding USSR to prevent the USSR from collecting larger and larger portions of the world to be USURY FREE without EXPLOITATIVE CAPITALISM that depends on cheap or slave labor. USA was fighting for free enterprise with money as free speech and wanted to use individual liberty and human rights as an excuse for fighting wars in Southeast Asia and elsewhere — Massive USA Military Failures in Vietnam and Southeast Asia plus failed international policies of imposing on societies the supposed “Capitalist Dreams of Freedoms for Individuals” as cover for conquering and building more bases to surround China and the USSR.

JAY: So the USA creates this massive military machine for global dominance. And the USSR starts to implode and China starts to transition to Dictatorship Capitalism. And the Communist BOOGYMAN is gone.

KUMAR: So we see the “Terrorist Threat” come along just in time to fill the Communist Void. Oddly, the words “Terrorist Threat or Terror” was never used until the late 1970s (Study of presidential speeches) even though things we call today “terror” such as hijackings of airplanes or kidnappings happen, but the people who carried out these acts were called air or sky pirates, bandits, or rebels.

KUMAR: But in the 1970s the Israelis played a key role in defining who the terrorist were. Cannon Films in the 1980s create the novel theory that terrorists were in same league as the USSR and even that the USSR sponsored international network of terrorists that the “GOOD GUY IN THE WEST” should not only fight THE USSR BUT THE TERRORISTS. But after the USSR collapsed the TERRORISTS were the NEW PRIME ENEMY.

JAY: So the USA chooses Iran to pick up the Baton.

KUMAR: But after the collapse of the USSR, it’s not immediately the terrorist threat. You have this idea of rogue states, failed states, and a whole bunch of enemies, and so forth. But 9ll becomes the pivotal moment around which the war on terror can be launched (replaces Cold War). But terrorists don’t have nuclear weapons but IRAN outlaws USUSRY INTEREST, the BANKSTERS HORRIFIC ENEMY so Iran and Syria are the kind of ideology that’s needed to justify Bankster Financed wars, interventions, and global domination.

JAY: Now 13 years after the “WAR ON TERROR” we get something more robust than AQ CONTRACT MURDERERS in the EVEN MORE OVERWHELMING HORRIFIC BEHEADING ISIS(L) funded by BIG OIL MONARCHS hungry to dominate the Middle East with Israel. What do you make of the media depiction of Islamic State, how this is being dealt with?

KUMAR: It’s not just art and culture as the propaganda consumed even the news media. Remember after the 1990s Oklahoma City bombing the immediate response by the Media was Middle Eastern terrorists. The so-called talking heads terrorism experts were saying this has Middle Eastern marks all over it. That was before it was discovered the perpetrators included American Timothy McVeigh, a homegrown USA terrorist. Of course, the Media ratcheted it up even more post-9ll sponsored by Saudi Arabia.

JAY: One of the things Homeland’s and 24 have been criticized for is that it tries to justify mass surveillance of mosques and Muslims in America, like the Israeli run Cannon Films did. But today the ISIS(L) terrorist threat is in the Middle East as well as in USA surveillance and the FBI are looking at far-right USA based militias as well. All these stereotyping shows worked on me to believe the threat is going on in a few mosques, but NSA is doing mass surveillance of everybody in every mosque, even though there’s no basis for it.

KUMAR: The way to make this fair and constitutionally valid is if there is sufficient grounds to suspect somebody, then institute some form of surveillance. In the 1960s from Martin Luther King to Jane Fonda we saw massive abuse of surveillance so restrictions were placed on the use of surveillance based on sound evidence presented to a judge. USA has completely done away with that in the Patriot Act after 9ll. And now, if you’re Muslim, you’re automatically suspicious is now the radicalized view in the FBI, NSA, the NYPD, and so on. — If you are a Muslim who is religious and have facial hair you are TARGETED automatically on a fast track towards massive surveillance. And that is a ridiculous violation of people’s religious freedom rights. = NYPD Demographics Unit infiltrates college groups, infiltrating mosques, bookstores, and so on, and keeping detailed records of what people do, how they live their lives, which is such a violation of your privacy, not to mention that it creates such a chilling effect on free speech.

My students say — I’m so scared of who to trust, because I know that there are agents in our midst. That’s not the way in which a free society should treat its citizens.

KUMAR: Current surveillance practices today come out of the USA occupation of the Philippines in late 1800s and early 1900s described in Alfred McCoy’s book, “Policing America’s Empire.” McCoy describes the Police State right after the Spanish-American War of 1898 when USA occupies the Philippines and recruits a bunch of informants, and spreads disinformation about the leaders in the Philippines who are fighting back against American occupation. Techniques the CIA always uses and now we see that being used on American civilians. Absolute Empire is not just something that happens elsewhere; it happens right here in USA.

People who have relatives living in Egypt or Iran or other areas in the region report very different stories of what the USA has done. They have the potential to breakthrough the propaganda narrative and feed into an antiwar movement. But USA military-surveillance State does NOT want the REAL TRUTH to come out, therefore they keep them scared, monitor them, police them as a way to stop this kind of propaganda breaking information from getting out.

1918-1941 FOLLOWING WW I = USA’S first interest in biological warfare was the toxin ricin a product of the castor plant. Ricin was disseminated adhering to shrapnel delivered by artillery shell. Or RICIN was delivered in an aerosol cloud.

1920s USA biological weapons program came from within the Chemical Warfare Service (CWS) whose Chief was Amos Fries. FRIES decided the program would not be “profitable” for the USA.

1920s Japan’s Shiro Ishii promoted biological weapons visiting biological research facilities worldwide, including USA. Ishii concluded that the USA was developing a bio-weapons programs, but the USA was developing the Atomic Bomb.

1941-45 USA maintained the position that biological weapons were, for the most part, impractical.

1941-45 France, Japan and UK had begun biological weapons programs.

1942 U.S. Secretary of War Henry L. Stimson requested that the National Academy of Sciences (NAS) undertake consideration of U.S. biological warfare — survey the present situation and the future possibilities. Appointment of an appropriate committee to survey all phases of this matter by the Surgeon General. NAS formed a committee, the War Bureau of Consultants (WBC), which issued a report February 1942 recommending research and development of offensive biological weapons.

1942 U.S. President Franklin Roosevelt officially approved an American biological weapons program for “public security and health” but was the U.S. biological warfare program. 1943 USA Army Biological Warfare Laboratories were established at Fort Detrick in Maryland.

Under George Merck, the WRS contracted several universities to participate in the U.S. biological weapons program, the program became large quickly and before long it was under the full control of the CWS.

1943 USA constructed FOUR facilities including a biological agent production plant at Vigo County near Terre Haute, Indiana and in Mississippi, and Granite Peak in Utah.

1946, 4 months after VJ Day, that the public learned of the wartime research in biological weapons”.

1946-69 Following WW II production of USA biological warfare agents went from “factory-level to laboratory-level” and biological weapons delivery systems increased.

1950 through the Korean War, USA Chemical WEAPONS made great strides in their biological warfare programs, especially concerning delivery systems.

1952-54 USA biological program expanded significantly during the Korean War focusing on anti-animal biological weapon research and development with a dozen+ potential BW agents.

1954 the production of weapons-grade agents began.

1961 Expansion phase during the Kennedy-Johnson years, Project 112 was a comprehensive testing and readiness for biological warfare.

1969 report to Nixon was that the American BW capability was limited to dry (powdered) anti-personnel lethal or incapacitating biological agents is maintained and only eight aircraft spray disseminators are in the inventory.

1969-73 Nixon announced USA was unilaterally dropping its biological warfare program. Nixon’s statement ended, unconditionally, all U.S. offensive biological weapons programs. USA will confine its biological research to defensive measures such as immunization and safety measures. Nixon ended the budget of $300 million annually and USA biological weapons stocks were destroyed over the next few years.

1969 USA biological warfare program had developed seven mass-produced, battle-ready biological weapons in the form of agents that cause: anthrax, tularemia, brucellosis, Q-fever, VEE, botulism, staphylococcal enterotoxin B, and 20+ other agents — Including: smallpox, EEE and WEE, AHF, Hantavirus, BHF, Lassa fever, glanders, melioidosis, plague, yellow fever, psittacosis, typhus, dengue fever, Rift Valley fever (RVF), CHIKV, late blight of potato, rinderpest, Newcastle disease, bird flu, and the toxin ricin.

USA had developed an arsenal of anti-agriculture biological agents. These included rye, wheat, and rice stem rust spores. For animals they developed foot and mouth disease + five other top-secret biological weapons — RVF, rinderpest, African swine fever, plus eleven miscellaneous exotic animal diseases — Blue tongue virus, bovine influenza, bovine virus diarrhea (BVD), fowl plague, goat pneumonitis, mycobacteria, “N” virus, Newcastle disease, sheep pox, Teschers disease, and vesicular stomatitis.

1981 Cuban government blamed USA for an outbreak of dengue fever that sickened more than 300,000 and killed 158 people — 101 children under 15.
